David Butcher and Associates
specialises in the corporatisation and commercialisation of government
entities and their relationship to the private sector. This entails
consideration of institutional structures and appropriate forms of regulation.
David Butcher was a New Zealand Cabinet Minister from 1987 to 1990 with
responsibility for Energy, Regional Development, Finance and Commerce.
In all these roles he focused upon the introduction of competition and
deregulation. Since leaving politics, David has been a privatisation
and institutional expert for the World Bank, Pacific Forum Secretariat
and Institute of Policy Studies of Victoria University; and the Asia
Development Bank
